Downloads: EDCT / EDA region label converter

This tool enables you to write region labels (internal names) rather than region ID for conditions in export_descr_character_traits and export_descr_ancillaries.

It imposes a change in workflow for working with those two files, trading off slightly increased development time for all EDCT/EDA changes in favour of making these files nearly immune to map changes.
