Afther starting new game, or loading a game click one of your settlements.
Advisor will popup. Click him. Click show_me button. Advisor will go away, you are ready to play. |

Yes EB advisor is not standart RTW advisor. It will always bug you, there is no way to stop it other then fallowing advisor instructions.
