Merchant forts are where you exploit the system by having a general build a fort on top of a resource like silk. Then you fill the fort with merchants, creating a stack of, say, 20 merchants on one resource, which earns you ridiculous amounts of florins per turn.

You can build forts on resources? I didnt think that was possible, thanks for telling me Reconquistador
And I guess it is prohibited decimator since it isnt something the AI does.
