I've never played SS without, but others might never have played with BGR. Submods make any argument irrelevant, they can allow Scholarii to be trained anywhere, or they can make militia cavalry twice as powerful.
Something that affects anyone - including those who play without RR - is the citadel requirement to train Lancers. With the late campaign, Constantinople already is a huge city thus Scholarii can be trained immediately. To get one citadel is quite hard, let alone multiple ones. Anyway, I don't understand that argument because I fail to understand why anyone would spam Lancer-stacks. A couple units are all you need (per army), one settlement is more than enough to provide em.
