So yeah - in my Austrian, Dutch, and British campaigns this has happened to me. I used a navy to simply go around and destroy the navies - after destroying 5 or so navies (completely destroyed/captured, not just beat in a battle), and blockading them, I was given the option to have peace with them. I accepted in my Austrian campaign, and they never attacked me again. In my others I didn't, and they never asked for peace again. Although they were destroyed so bad I was able to pull my navies out.

Does this happen to anyone? It could just be because of the random-number-generator of the AI that determines a factions approach in the GC (i.e.: Poland in one GC being very aggressive and expanding into Austria, the Ottomans, and Russia; but in another campaign are rather defensive and get conquered quickly).

I had them request peace in ~1710 while playing on Hard as the British with no direct confrontation with them, but I think Spain was giving them a good beating. I accepted and they have yet to attack me and it's 1772, even though they are still hostile. It's probably because of my 60+ year alliance with the Ottoman Empire.

I have had that happen to me in my GB and Russian campaigns. They annoyed the hell out of me by asking for peace every turn.

Their entire income basically comes from piracy, I found that if I blockaded their ports they imediately sued for peace

I always make them a trade partner in exchange for technology - slightly more money, less raids, less fleet commitments for me more raids on my enemies
