He upgraded his wooden castle to castle, which takes 6 turns or so.

Indeed, he completed his castle in only one turn and with 3 florins costs. So you'll have to wait the actual time needed to build a castle.

Whatever he did, now for some strange reason the Stables/barracks are inhert, they don't work

The system of recruitment is different in this mod.
Look for building tree. You will se that units are available only from level 2 or 3. It's about the recruitment system is more refined and units are very localised and good quality units harder to get.

The Khwarezms have a really small roster for some reason and can't build most troops from level 1 (or even 2 in some cases) buildings.
