That means your base/descr_terrain.txt doesn't match with descr_regions.tga or with map.rwm.
In both cases you need to fix the region which RGB values you are given in the error and then delete map.rwm to let it rebuild once you start a new campaign.
Make sure those match with descr_strat.txt though...
