Noo I think he is not seeing the Imperial Legions and seeing the Hastati and is getting confused. He probably dosent know about the Marius Reforms and wants to know why there are no legions.

i think all you have to do is build in imperial palace in any Italian city that isnt under Roman control at the start of the game.

I think the original poster might be confused that he already had the Marian Reforms, but isn't seeing any Legionaries. I had the same confusion...up until I took Mediolanium and Patavium.
