Is it still true that the maximum number of provinces is 200. I wanted to build a map with about 300 to 400. Is this the place to post this query?
In RTW you are capped at 200 provinces, including any used for oceans, which typically mean you have 199 provinces and 1 ocean.

What about 'pools'? Like those 2/3 near Armenia and the small area of sea near Parthia? Are they classed as one province each?
you can check what colour the sea is for them in map_regions.tga
it looks like the dead sea and 'pools' nr Armenia are one region (colour)
the red sea another,
and the caspian another,
which with general sea colour in med. etc. would make 4 colours or regions for sea in total.
you can have all the sea including 'pools' the same colour - which in that case means it only counts as one region - the disadvantage of that is if the ai builds ships in the separate pools/seas or pirates spawn there they don't realise they can't get to the other sea areas and get stuck along the coast trying to head towards other seas. I think making pools where you don't want ships the deep sea ground type means you can't have ships spawned there so you can use the main sea colour safely for them.
