Citizens can now access the Prothalamos

With the passage of The Citizens Bill, Citizens are now able to post in the Prothalamos again. I have not (yet) enabled voting in the Curia Vote, because I don't know whether it's appropriate to have the CdC runoff conclude under different rules from those it started under. It's probably best to suspend new votes until that vote concludes, and then switch to the new permissions, but I leave the decision to the Curator.

I would say that bills are generally accepted to be under Syntagma they are first put to vote under.

Considering the issue here, that is reinforced. It is a runoff for an election that was voted on by the Patricians for that Syntagma, it is a run-off for those patricians.

I'm acting accordingly. Civitates won't have voting rights in the Curia vote until the conclusion of the run-off. No new bills will be put to vote until that time, we do not wish to deprive anyone of their Syntagmal rights.
I will check the runoff and edit out any vote from a civitate.

Great news. This is a real step forward in involving members with one of the more interesting aspects of this board, the Curia. And, as one would say, these are interesting times, with the rise of a private individual to ownership, and the times of ON fading into the background.

Perhaps worthy of a frontpage announcement.
