free upkeep units

im playing a campaign as england and when my cities get up to 24000 ppl and huge stone walls it says that i should get 6 free upkeep units..so i decided to do an experiment; my army upkeep was at 5075 then i built 6 heavy bill militia units in London, and i built no other troops anywhere and had no new characters (i.e. generals bodyguards which could increase the army upkeep) and after the 6 militias were built my army upkeep was 5975..and suprise suprise, the bill militia upkeep is 150 now x 6 units = 900

so my question: why am i not getting my free upkeep units?

Or then that's a strange bug but quite weird that nobody has seen that before...

Did you already have 6 units in London getting free upkeep before you built the billmen?

I noticed this a while back too, haven't found anything to fix it yet. I've reinstalled multiple times too.

if thier box is not colored blue then thier not in freeupkeep mode. Try it with spear militia instead since i believe billmen don't count as militia
