AI is allying papal states - think this is messing up how some other ai functions work when goto war/ papal states conquering territories
Papal states won't attack, expand, or go to war, even if allied. Unless you attack them of course. Even then, all it will do is defend itself.
Let me know if you see something different.

ive noticed this too,when I played a game as poland I sent a diplomat south to byzantium,I came upon durazzo which was under control of the papacy,also I runtinely see them expand into flornece and milaneese territory*even though it was attacked by milan I thought papacy was purely deffensive*
while playing another mod i was egypt and i managed to ally myself to papal states. then it called a crusade yet broke its alliances with catholic nations and kept it with mine. couple of turns later i did a toggle_fow and it had taken genoa and milan!
There is a limit to what can be done with preventing wierdness with the Papal States.
I'll disable AI allying with the Papal States at least.

The Papacy can be used as a shield against other factions. As England, I gave it Antwerp, Metz, and Marseilles to shield me from the massive armies of the HRE. This leaves me free to conquer the French/Spanish alliance. I love the fact that they are now both excommunicated.
I don't agree with the passive Papal States as it is not historically correct! The Papacy had estates all over Europe and under Pope Julius II was more aggressive than any other Italian faction. Most of the wars in the high period were due the the Pope trying to maintain a hold on Europe.
tornnight; can you tell me how to make the Papal_States normal.
Hmm what does everyone else think. I always thought they should be more like the other factions. Just with the complexity of pope diplomacy.

Open up.
The_Long_Road_Beta\data\world\maps\campaign\imperial_campaign\descr_strat.txt
Search for
ai_label papal_faction
change it to
ai_label default
This only works for the beta. Can't do it for 1.8.

i think it has to do with giving them more provinces..
i have noticed they are passive when they only have rome but once i give them provinces to get favor they get offensive
