    Icon5 Makedonians cannot recruit naval units in Thraike

    Hi, I'm playing with makedonians and I have conquered the thraike region (Kabyle) and I have installed
    a Laarchia; I have notice that I cannot recruit naval units despite I have built the port (class 2).
    For example, in Histrie I can recruit local naval units and rading fleet but with some standard ( 30% hellenistic policy ).
    I dont understand the criteria... maybe the gov choice? Som error?

    That was an oversight, the other Thracian ports are covered by other regions codes. Fixed in the dev build.
