Enemy attacked me but doesn't move in battle

So it was always like that in TW:


You attack AI on campaign map -> AI will wait for you to come to him in battle
AI attacks you on campaign map -> AI will come to you in battle


For some reason while i got attacked by AI they just sit forever in their position and won't come to me. Balance power is around 50/50.

I think it also has to do with artillery. If you start bombarding them, they will move I would say. Sometimes just delimbering artillery is enough. As long as there is not threat to them, they will sometimes not attack (specifically if you don´t have a time limit on the battle).
