Still a little stumped on this question..Can't be England, France, Germany, or Italy because their signers resigned or retired before WWII. Can't be Russia because it made peace with Germany before WWI offically ended...Turkey's governement went under changes between wars...I just can't think of it. Is it the Japanese signer?
