    Still a little stumped on this question..Can't be England, France, Germany, or Italy because their signers resigned or retired before WWII. Can't be Russia because it made peace with Germany before WWI offically ended...Turkey's governement went under changes between wars...I just can't think of it. Is it the Japanese signer?

    I heard somewhere that Andorra didn't ratify the Treaty of Versailles until during WWII or something like that, so I figure it must be the Andorran diplomat. Problem is, I can't find his name.

    2 can be Philip Petain ? Vichy France did sign a peace treaty with Germany.
