In my Carthage campaign it has appeared a new faction called Spartan Gerousia right in the spartan homeland. The origina Sparta faction continues existing in Epirus and is a millitary ally of this new one.

I don't know how it appeared because they aren't at war with anyone and they'fe not rebels since they are allies. Any explanation?

Sounds like Spartans have lost their homeland and being liberated thus a new faction has emerged, "Spartan Gerosa". When you capture a region, you have the options to " Sack, Loot, Occupy, Make Client state, Raze, LIBERATE." When you liberate, a new faction is born as your military ally. It is a good option to create chaos in the enemy territories and knowing that you have a small backup plan.

possibly another faction like Athens took Sparta from Sparta, then Sparta liberated Sparta, and now Sparta is occupied by the liberated Sparta faction, Sparta Gerousia. Sparta.

Yep, there are emergent factions in every region that can be liberated. Some have similar names to the original faction but others are distinct tribes. The next update to the mod will make more of those factions unique.
