Claudius.Zeus House Law of Roma Surrectum Total War
This is the most complicated, comprehensive and challenging house rule for the self-tortured players of Rome total War history --- the great historical <Roma Surrectum Law of Total War > V1.0 by Claudius Zeus.
The Roma Surrectum is a highly historical verisimilitude MOD of Rome Total War. In order to have a better experience with more challenge, you can follow the house rule to improve the play-ability by restraining yourself with historical reality. Pay attention these rule only apply to the player, not the AI.
If you are reading this, you may already have an interest in historical-inspired house rules for playing the Rome. The purpose of house-ruling play is two-fold: to give yourself an additional challenge that the RTW engine doesn't really offer (which RTW 2 neither), and to have the fun of "role-playing" the actions of the Roman Republic raise. If restraining yourself from acting in a historical way and using strategy and tactics that might seem sub-optimal sound like more work than fun, then this guide is probably not for you. This is not a means to the fastest and most effective route to victory, indeed one of the express aims of these house rules is to slow the game down and prevent the blitzkrieg style of play that leads to a rapid conclusion of a game so that player can experience more details and find more surprise in this game. This is not an easy way to play, but It is absolutely worth to try for a player who wants to challenge themselves and is in love of Rome History.

1. General Rules
1.1 Do I need follow the house rule rigidly?
This all started originally with historical expansion only, then gradually worked it's way out to include army compositions, economic buildup, diplomacy style, and romanization procedure. I guess the first general rule "only do this if you consider historical verisimilitude fun". Second, you DO NOT have to stick rigidly to this guide no matter what, and no matter how much fun it may or may not be. The Republic did have emergencies where the normal rules were suspended and exceptional measures were taken to ensure it's survival. The darkest days of the Second Punic War were rife with examples of how flexible the normally staid way of doing things could become when there was the need.
1.2 How to do Game Campaign Setting?
A Medium\Medium setting will result in a more generous economy, and well-balanced units (battles). The stats in RS2 were configured for 'Medium' play.
A Hard\Medium will result in a tighter economy, and as I said above, well-balanced battles.
A Hard\Hard setting will result in a tight economy, and very hard battles....perhaps too hard, and too long for some players.
Of course, any 'Easy' setting mixed in there is going to result in much easier economics, and easier battles. Nothing to be ashamed of here. That's the way I started playing RTW, so if you are new to the game, don't feel bad.
For 'normal' RTW players who just want a good thrill out of RS2, I'd say H\M is best for you.
If you like a lot of money, and normal battles, M\M could be your choice.
If you enjoy punishment and all around tough economics and battles, play H\H. This mod was configured to BE hard on a H\H setting.
Strongly Suggest selecting one-turn game as the legion build up in this way will be more cherish as the player has to try his best to bring every single cohort back home from the battlefield so that the full legion can back to the battlefield immediately by retraining. Also, the AI will not launch full stack all together to smash you to question the value of playing the game.
