    Claudius.Zeus House Law of Roma Surrectum Total War
    This is the most complicated, comprehensive and challenging house rule for the self-tortured players of Rome total War history --- the great historical <Roma Surrectum Law of Total War > V1.0 by Claudius Zeus.
    The Roma Surrectum is a highly historical verisimilitude MOD of Rome Total War. In order to have a better experience with more challenge, you can follow the house rule to improve the play-ability by restraining yourself with historical reality. Pay attention these rule only apply to the player, not the AI.
    If you are reading this, you may already have an interest in historical-inspired house rules for playing the Rome. The purpose of house-ruling play is two-fold: to give yourself an additional challenge that the RTW engine doesn't really offer (which RTW 2 neither), and to have the fun of "role-playing" the actions of the Roman Republic raise. If restraining yourself from acting in a historical way and using strategy and tactics that might seem sub-optimal sound like more work than fun, then this guide is probably not for you. This is not a means to the fastest and most effective route to victory, indeed one of the express aims of these house rules is to slow the game down and prevent the blitzkrieg style of play that leads to a rapid conclusion of a game so that player can experience more details and find more surprise in this game. This is not an easy way to play, but It is absolutely worth to try for a player who wants to challenge themselves and is in love of Rome History.

    1. General Rules
    1.1 Do I need follow the house rule rigidly?
    This all started originally with historical expansion only, then gradually worked it's way out to include army compositions, economic buildup, diplomacy style, and romanization procedure. I guess the first general rule "only do this if you consider historical verisimilitude fun". Second, you DO NOT have to stick rigidly to this guide no matter what, and no matter how much fun it may or may not be. The Republic did have emergencies where the normal rules were suspended and exceptional measures were taken to ensure it's survival. The darkest days of the Second Punic War were rife with examples of how flexible the normally staid way of doing things could become when there was the need.

    1.2 How to do Game Campaign Setting?
    A Medium\Medium setting will result in a more generous economy, and well-balanced units (battles). The stats in RS2 were configured for 'Medium' play.
    A Hard\Medium will result in a tighter economy, and as I said above, well-balanced battles.
    A Hard\Hard setting will result in a tight economy, and very hard battles....perhaps too hard, and too long for some players.
    Of course, any 'Easy' setting mixed in there is going to result in much easier economics, and easier battles. Nothing to be ashamed of here. That's the way I started playing RTW, so if you are new to the game, don't feel bad.
    For 'normal' RTW players who just want a good thrill out of RS2, I'd say H\M is best for you.
    If you like a lot of money, and normal battles, M\M could be your choice.
    If you enjoy punishment and all around tough economics and battles, play H\H. This mod was configured to BE hard on a H\H setting.
    Strongly Suggest selecting one-turn game as the legion build up in this way will be more cherish as the player has to try his best to bring every single cohort back home from the battlefield so that the full legion can back to the battlefield immediately by retraining. Also, the AI will not launch full stack all together to smash you to question the value of playing the game.

    Rome’s expansion in history has gone through three phases:
    Before the first Punic War (BC265), Rome only managed to survive in the Italian peninsula. With limited military force, it united the surrounding Latin tribes with an allied treaty, resisting the Greeks in the South and the Gauls in the North. At this time, Rome fought hard for survival, and treat the enemies who were defeated with mercy and generosity. Therefore, the establishment of a solid Italian alliance became a strong foundation for conquering the Mediterranean by Rome in the future.
    After the first Punic War, the Romans defeated Carthage, the enemy of the western Mediterranean, and occupied Sicily (except Syracuse) and Sardinia and Corsica, and set up its first two provinces overseas. This is the first time that Rome has completely occupied the enemy’s territory through war, seized spoils and slaves, and acquire a rich booty from war. Therefore, although the wings are gradually full, Rome is still cautious about matters outside the Italian peninsula.
    Before the Second Punic War (BC218), only two isolated overseas bridgeheads were established in Emporia of Spain and Apollo in Illyria, and they were in a status of jeopardy.
    However, the Carthaginians, who quickly recovered their military force from the 1st war, launched the second Punic War (BC218) under the leadership of Hannibal and once again pushed Rome to the edge of doom. Relying on the Resilient Roman Legion, the wise leadership of the Senate, and the support of the Italian Alliance, the Romans finally defeated Carthage and acquired the Spanish territory to establish two new provinces. During the same period, Rome also fought with Macedonia (BC205) in the Balkans to prevent Macedonia from sending troops to support Hannibal in Italy, and with the help of the Greek League, Macedonia was stopped to intervene in Italy.
    After the second Punic war, the fully developed Roman legions thrust their swards all around and launch the journey of conquering the Mediterranean. However, in the early days of expansion, the Senate wisely ensured that the front line was the shortest, that is, only fighting one main enemy in one time, while trying to win with more allies and isolate the enemy. the Roman military force is swiftly expanded after the Marius reform (BC105), not only invincible in the Mediterranean but also fight hard internally between Romans for the power and wealth. the Sura-Marius’ Civil War (BC88), Caesar and Pompeii's Civil War (BC49), Augustus and Anthony's Civil War (BC32). During the period, there was also a war with the Italian alliance, a slave uprising of Spartacus, and a series of wars of internal and external troubles. The ancient republics have been shaken down to collapse. The democratic republican system was also falling under the repeated crushing of Roman military machines. Eventually, a more powerful and magnificent Roman Empire rise from the ruins of SPQR.

    Players in the RS MOD will experience the entire process of the rise of Rome after the second Punic War BC218 (AUC 536). It should be said that in the process of the rise of Rome, the main reason for restricting the expansion of Rome is its military machinery and economic foundation. How to control the balance of power throughout the Mediterranean, to ensure that there will be no powerful forces to curb the expansion of Rome, is the challenge of the Roman Senate using its limited military resource to maximize the benefits of Rome, which is also the source of fun for experienced players. Use limited military intervention + reasonable (minimum) mandatory diplomacy to lead the game's development in accordance with the historical trajectory as close as possible.

    In the game, Rome started with the Italian mainland, Sicily (except Syracuse) and Sardinia, Corsica, Spain's Emporium and Epeiros's Dyrrhachium.

    2.2 Romanization Rule

    It was a long process for Colonizing and Romanizing the province overseas, subjecting to historical, political, cultural and military constraints at the time. It was not a simple process of just colonial immigration.
    In the first to third stages (see 2.1), although Rome greatly expanded its territory, not all towns were rapidly romanized. In the eastern provinces, the Romans basically retained the local administrative ruling class, and the provincial governor mainly focuses on military functions. With the weakening of local resistance, the Romanization of local customs, and the growing peace in the province, more and more Roman citizens have moved to the provinces and established colonies. When most of the cities have established Roman colonies, the Senate will establish a Roman province gradually.

    In the RS MOD, the Senate will not set up a province without fully occupied a region and completed the war with a victory. Rome only setup Macedonia province after defeat the Macedonia king after the three wars. Even after that time, a lot of cities still operated as client-state rather than Rome administration directly.
    So to romanize the newly conquered settlement shall always follow the following path:

    1. client state initially and can upgrade up to level 2 barracks if necessary.
    2. when the governor level upgrade, immigrate roman citizen by dismissing veteran cohorts (full elite cohorts see 5.3)
      • Questor above + 1 veteran card => Roman village
      • Adeli above + 1 veteran card => Roman Colony
      • Praetor above + 1 veteran card => Roman Province

    3. Don’t start the romanize process in province oversea before Marius Reform to respect the historical accuracy as Roman didn’t migrate that far until the senator allows allocating land to veteran after Marius Reform.
    4. The Romanize process can start in homeland cities before Marius Reform to reflect the romanization of Italy in the 2nd Century BC and enable a large recruitment base for the Roman legion.


    Roman citizens will not be awarded to any city-state before the sixth stage. Therefore, overseas provinces cannot recruit legion cohort. In the sixth phase, the Italian capital city and the provincial capital of the overseas provinces can grant citizenship to support the recruitment of Romanized Legion soldiers locally. At some time after the emperor's reform, citizenship can be awarded to all free people within the empire.

    The conquest of any faction by Rome is generally developed with the following stages:

    1. The first war, destroying the military main force of the enemy, but not attacking the city, after winning the battle in the field, asked for war compensation payment and give up its expanded territory to free people or original client.
    2. The second war, the siege war, looting, and slavery, after winning, demanded war compensation tribute, occupy the settlements, and force it to be a protected country under Rome.
    3. After the third war, extermination war of the faction. occupy all cities of the faction, and transfer them to Rome’s Client City-State


    Before the second rebelling script was triggered, Roman citizenship was limited to the Rome only, so no Roman legions could be recruited outside of Rome homeland (Italy, Sicily, Sardinia). After the second rebelling script is triggered, Roman citizenship can given to the base province controlled by the player (such as Gaul) to increase the efficiency and human source of legion recruitment(because of the Marius reform, a large number of legion veterans immigrated to the overseas provinces, their children inherit Roman citizenship; in addition, the Roman generals - such as Caesar - for the sake of civil war, also recruited local indigenous - such as the Gauls - fill up the legion by promising to grant citizenship). After the player regains the Italy/Rome homeland, he can give Roman citizenship to all Italian city-states (the political consequences of the Social War). The citizenship must be granted by the emperor after the reunification of the empire in other provinces overseas.

    3. Battle rule

    3.1 Fair Play Rule
    AI will calculate the probability of winning and losing in the battle. If the winning chance is very low, it will choose to escape. Therefore, if you use a full legion to crush the enemy's stragglers, it is likely to take only 5-6 minutes to finish the half-battle map for nothing.
    Therefore, it is recommended to send similar or even fewer troops (if you like to challenge yourself) to attack the AI based on the AI's army size. There are several advantages to doing this: 1. AI will not run away but will stay on the battlefield and fight. 2. If the battle is successful, the generals and units have a chance to get better rewards (experience, followers). 3. Your legion force will not be run by the guerrillas.
    Of course, in this case, you can configure your own units according to the enemy's situation to gain the advantage of the battlefield.

    3.2 Triplex Acies Rule
    Before the Marius reform, the early Roman legions used Triplex Acies to divide the soldiers of the legion into three lines according to their experience. Inexperienced young soldiers in the first line, experienced seniors soldiers in the second line, most experienced veterans in the third array. Around the time the Marius reform, although the soldiers are organized in cohorts, the triplex acies rules were still basically used in each legion to ensure that the freshman got the most exercise, and the veterans acted as the backbone. In the game, it is recommended to put the troops with lower experience on the first line to withstand the enemy's first wave of attacks, while the more experienced units are placed on the second line. In this way, after each battle, the experience value of the surviving freshmen will rise and can be added to the veteran cohorts. The first line is filled by reinforcements cohorts recruited or mercenaries. This rule can be used in conjunction with the Legion Honor Rules.

    3.3 Besieged Battle Rules (Not applicable to rebel cities)
    In the game, the chances of using spies to swindle the gate are too high and not realistic. Therefore, don't use spies to swindle the gates then blitz the city to gain an advantage on AI. In order to improve the playability of the game, MOD uses the Garrison Script to supplement the double-silver rank troops of the besieged AI. This is also in line with historical facts (for example, when the Roman siege of Carthage, the defender's citizens were fully armed and resisted for several years before Roman taking the city).
    Even if you use siege tools such as a catapult, you should not attack in the first round of the siege (except for the wooden wall), at least one round of the surrounding city to build siege tools (ladders, bumps, etc.). AI is already in a weak position, it is not really victory by using the blitzkrieg to expand rapidly and win the battle. It should follow the Sunzi’s The Art of War, and use the absolute superior force to encircle the enemy and to siege the city for a long time. The siege of a large city in Roman times lasted for several years (For example, Carthage persisted for three years).
    Therefore, before the siege, you should at least ensure that the enemy's main force is defeated in the battlefield. This has the advantage of ensuring that the enemy's defeated troops are returned to the city, occupying one slot, so that the full-armed resistance army that the garrison script can make will reduce one unit. When starting the siege, the following rules should be followed to configure the force:

    1. If there is a wooden wall, it must meet the 2:1 force siege(1:1 if CTD);
    2. If there is a stone wall, it must meet the 3:1 force siege(2:1 if CTD);
    3. If there is a large stone wall, you must meet the 4:1 force siege(3:1 if CTD)

    When besieging the stone walls, ensure that each legion has at least 2-3 catapults and siege the city at least two turns. When the four legions besieged the large stone wall, the specific tactics can be arranged as follows: After one round of the siege, after the garrison script triggered, use two legions first to bombard the defenders in the city with 4-6 catapults. But do not attack the city (after the end of the battle, the legion will retreat because it did not win). In addition, the Legion maintains a sieve to ensure that the enemy cannot break through. Then, the other two legions continued to use the catapult to attack the city until the city’s troops reduced to a certain percentage. Then four legions together surrounded the city, attacking the city with tools (the ladder, the corner, the tunnel, the siege tower), and finally occupied. During this period, the enemy may send reinforcements to reinforce, then destroy them in the field.
    However, for a city that rebelled, if there are no rebel generals in the city, you can arrange a spy to swindle the gate of the city, and you don't have to wait for 1 round to trigger the garrison script. Because the rebels are unable to raise a large number of army from citizens to fight in the city (rebellion is unpopular). But if there are rebel generals in the city, you can't use the spy to swindle the city.

    4. Political rule

    4.1 Family Member Rule
    Family members are the successors of Roman culture and tradition. When the game started, all family members come from the patrician class. As the game develops, these families will introduce the equestrian and plebeians by marriages and adoptions. In addition, players can also directly recruit generals, mostly from the plebeians class, who will not have their own Family Trees, and they will not marry with the families member's daughter to become a family member. To make it easy to identify people from different classes, you can use Foundry to give these characters a tag based on birth.

    Before the Marius reform, Rome's Foundry level must be higher than other cities, and all the nobles can upgrade to a shield in the Foundry that is different from the equestrian and plebeians. After Rome upgraded to Large Foundry, Capua could upgrade Small Foundry, the patrician could be upgraded to Silver Shield in Rome, and the equestrian could be upgraded to Copper shield in Capua. In Arretium and Lilybium and Caralis, these earliest Roman colonies, after upgrading to the Roman province, were able to recruit generals from the plebeians class. The plebeians general is the deputy of the consul in the legion (generally each legion is assigned a military tribune) so that when the consul/praetor is not in the legion, he can replace the command. Or as a client ruler when occupying an enemy town. Recruitment plebeians general is only possible when the number of family members does not meet the needs of Roman expansion.

    After the Marius reform, the influence sphere of Rome expanded to the far-flung provinces (Spain, Macedonia, Afrika), and the overseas colonies began to grow, and Roman citizens (legionary veterans) immigrated to these provinces. In order to manage the growing colonies, players may need to recruit more plebeians General to supplement the bureaucratic ranks in the province, and many young Roman patricians will not be able to return to Rome after they have grown up overseas. Therefore, the Large Foundry can also be built in the capital of overseas provinces to label the patrician (but be careful not to label the legion in overseas provinces). In the second largest city (deputy capital) in the local province, build Small Foundry to label the equestrian.

    In order to prevent family members from being mistakenly tagged when they are adults, the administrators of Rome and the provincial capital must be nobles. The local officials of Capua and the provincial vice-president must be above the Cavaliers.

    4.2 Cursus Honorum Promotion Rule
    During the Republic, there were two courses for the promotion of Roman bureaucrats, civil officials (Cursus Honorum) and military commanders. The Cursus Honorum is from the Quaestor - Aedile - the Praetor- Propraetor - the consul - the proconsul - the Censor. These officials are selected from the senators. The military commander is from the centurion (only plebeians)) - military tribunes - the Legatus (the praetor) - the Legatus Legionis (the consul). After the end of the winter, before the summer season, the promotion of the Civil Officials must enter the city to participate in the election, and the promotion of the military commander must be stationed in the legion camp.


    The Senator appointed Roman officials according to the level of Roman colonization in Italian city-state alliances. The organization level is above the Quaestor, the colonial level is above the Aedile, and the provincial level is above the Praetor.
    The local officials who manage the newly annexed overseas provinces or client city-state must be above the military tribunes. The first-level organization is above the Quaestor, the secondary colony is above the Aedile, and the third-level province is the Praetor.

    New matured family members must first travel to Rome or Capua according to their birth class (patrician, equestrian and plebeian). If they are born in the same city as their elder relatives, they can inherit the elders' followers (the followers can only be transferred between immediate family members). After the label is finished, join the Legion to gain war experience (military tribunes and cavalry captain) until you get the rank of Quaestor or military tribunes (over 20 years old) to assign a city to be a local official (if there is a vacancy, or be more competent than the current local official). Plebeian generally serve in the military for a long time to gain access to the bureaucratic system (Cursus Honorum). After Plebeian serves in the military for a long time, and gain military rewards, they will generally acquire the equestrian and then run for office.

    4.3 Cursus Honorum Function Rule
    Military Tribunus:

    1. As a deputy general of the legion, when the consul/praetor is not in the position, instead of commanding defensive operations.

    3. As a governor of the client-state city, up to 2 militia can be recruited.

    3. As a governor of the client-state city, up to 4 militia can be recruited.
    4. Serve as the cavalry captain and lead the cavalry to fight with infantry
    5. Can independently lead 3 legionary cohorts to conduct offensive combat missions


    Aedile:

    1. As a deputy general of the legion, when the consul/praetor is not in the position, instead of commanding defensive operations.

    4.4 Imperial Throne competition rules

    4.6 Role Play Rule
    In order to enhance the fun of the game, players can choose some characters to cultivate up.

    4.7 Recruiting General Rules
    Many RTW mods allow players to recruit generals in order to cope with the shortage of family members. It is true for RS. These recruited generals are generally only plebeians and equestrian.     5.Military rule

    5.1 Legion configuration rules

    According to historical record, the Roman legion before the Marius reform was configured as follows:

    • 10x120 Youth Hastati Maniples,

    5.2 Legion Replenishment Rules

    After the Roman legion is far from home, the retrain of troops will be a headache. If you want to keep your legion full stack, you must constantly send the newly recruited cohorts from home to the front line. Especially under the rules of the 1-round conscription system, a city can only recruit one unit per round. It is therefore important to ensure that each cohort is brought back to the home from the battlefield so that you can quickly retrain 9 units in a round and then return them to the battlefield.

    In addition, do not directly mix the newly recruited/trained units with veterans, but combine the experienced veterans first (upward combine the lower experienced units to higher experience unit). After combination, the most inexperienced cohort with only a small number of soldiers to reserve the unit card to go back for retraining. So the experienced troops will continue to accumulate (provided that they do not fight automatically)
    Each cohort, when the loss exceeds 3/4, and the number of soldiers is less than 100, it shall exit the battle line and return to the rear (the rear fortress that will not be attacked by the enemy), so as to avoid being automatically reorganized by the computer after being involved in the battle ( The cohort of less than 50 soldier will automatically integrate with other cohort, and the unit card will disappear.)
    Each legion shall exits the battle and is replaced by the newly arrived legion when half of the cohorts exits the battle line. The legion returned to the homeland for replenishment. Of course, this solution will be very annoying for legion transportation. A compromise way is that the new army and the old army will be integrated, and the extra cohorts will be stationed in the fortress as backup until the cohorts which exit battle sequence reaches 20 units (The largest load a transport fleet allows), and then transported the depleted cohorts back to homeland for retraining.
    If the reinforcements can’t be supplied in time, the player may consider using the locally recruited Allied forces or mercenaries to serve as the 1st line in battle.
    5.3 Legion honour rules

    In the later period of the Republic, especially after the Marius reform, the Legion became a professional army and the soldiers served for 16 years. At this time, although there is no numbered and named legion, the legion has begun to form its own honor and tradition, and become as a whole.     If a Roman legion has both a gold/silver shield and a 3rd levels of experience, it can become an elite legion.

    Before the emperor's reform, in order to distinguish between different unnamed legions, it is possible to distinguish them with the indigenous native unit (recruited or mercenary) of the territory. Bring these indigenous unit back to Rome to participate in the Triumphal.

    5.4 Camp construction rules

    The tradition of the Roman Legion in the field is to build camps with fortifications in warzone, rather than casual tents.     In the warzone, you can place camps for multiple Legions side by side, so that once the enemy attacks, they can support each other. It is even possible to surround the city with camps, similar to Caesar's siege of Alesia. Once the location of the camp is determined, the area of the legion movement should be within a certain radius to the camp to ensure that at the end of the round, the legion can return to the camp to rest for the winter.     In the game, the Roman legion cannot be stationed in the city to act as a security force unless it is a town in warzone. Players should avoid riots by appointing officials, adjusting tax rates, and settlement upgrade. If the above methods can not effectively control the public order, the city riots and rebel at the end, the Roman legion can be used to suppress the rebel. And after the city is recaptured, half of the population will be enslaved to other city to solve the city public disorder.
    In the game, except for the imperial Guards, no Roman legion can be stationed near Rome unless returning to Rome to receive a triumph.
    Historically, Rome did not build the permanent fortress to block the pass in mountains or across rivers for defence purpose. Therefore, in the game, the camp should not be used to set up outer defense post to provide early warning. Instead, player shall rely on spies and watchtowers to provide visibility on enemy movement beyond the border.
    5.5 Military reform rules

    The military reforms in RS2 and the conditions for recruitment of the Legion in the relevant period are as follows:

    Marius Reform:

After the Marius reform, all the client city-states with a level 3 colony can recruit the Marius Legion.     In mid republic (BC218-BC146), Polybian legion recruited from Roman citizen and its allies is the major force for Roma. The allied legion and roman legion are also quite similar in equipments and formation. Actually the Italy Allies legion is an important part of Rome force conquering the mediterranean sea.

    The Roman legions are generally not mixed with the Allied Legion, and they fight independently. In the war, the Romans will also recruit some mercenaries to fill the front line. At the same time, the Allied City will provide archers, cavalry and navy to support the Romans.

    The consul will lead the same number of rome legion and allied legion in battle field. In the game, the player can mix the allied legionary and rome legionary in the same legion or setup a rome legion and allied legion separately. Just try to make their number equal.

    In the game, Before Marius Reform, player shall not recruit allied cohorts outside of homeland (mid-south italy and sicily) even the client barracks allowed so. All local troops outside homeland can be recruited as Mercenary and acting as frontline (3 units infantry for each region) or auxiliaries (2 archeries + 2 calvaries).

    After Marius Reform, there will be no more allied legion. All local troops outside homeland can be recruited as Mercenary and acting as frontline (3 units infantry for each region) or auxiliaries (3 archeries + 3 calvaries).

    Local troops outside homeland shall not acting as independent army except for town garrison purpose (3 units max per town).

    Don’t recruit the units in the field if it can be recruited in the town except for emergency reinforcement.


    5.7 Legion Command Rules

    Before the 2nd Punic war, the four permanent Roman legions were commanded by two consuls, and each of the consuls was assigned two more allied legions, a total of eight legions . After the 2nd Punic war, the total number of the legions is no longer limited, and it is recruited according to the war requirement. But the consul is still the highest commander in the battle field for each direction.

    The Praetor can independently lead a legion to be responsible for the defense and security of a strategic direction (including put down the rebellion). But he normally can not be the leader of an expeditions war.. When the consul is commanding multiple legions in a certain compain, any official with a military tribunal rank or above can serve as a general of a single legion, but only in action to support the consul, and cannot fight independently. That is, the command of the battle is firmly in the hands of the consul.

    However, for the purpose of training new general, in the case of the consul’s participation in the battle, the lower-level officers can be the main attacking force of a certain battle, and the consul can be an assistant force. But in this case, AI is likely to make your important generals (such as consul) as a cavalry to charge till death. Therefore, it is recommended not to use the consul as a reinforcement troop.     I'm afraid your reading of 'historical record' & 'Polybius' is wrong by a couple of smaller things:

    - There are no 'Velite Maniples' - there are 1000 Velites spilt evenly amongst the heavy infantry Maniples/Centuriae - 20 per century or 10 per (unaugmented) half-Triarii Maniples/Centuriae

    - it's a proportion of 2 x 10 x 30 cavalry Turmae 'per legion'; because the Allied/Socii provided 3x the cavalry

    Lastly - there is no record of the enhanced/larger 1st Cohort until Augustus/Imperial reforms - all the cohorts are the same size - and a direct development of the augmented/'in extremis' legion from before.
