Mods won't take affect or load? help!

I'm working on putting together my first mod, but having many issues with getting anything to work at all.

If I tick the pack file on in the mod manager, none of the changes show up in the game and the launcher doesn't prompt me before launching that a mod is activated like usual. It only prompts me that a mod is activated if I tick the allow out of date mods box, but if I tick that the game gets stuck on the splash screen and won't go further.

How do I resolve this issue?
