Default What Total War is best for modding?

    hi
I find that question to be very difficult to search for.
all results are "best mods" for this game or that game which im not interested in.
im looking for the version of total war that has the most flexibility for modders.
which one allows you to do the most?
my understanding is that Attila was terribly locked down compared to even some of the others that dont allow much.
    Thanks

    M2TW/Kingdoms.
The engine is the most flixible to allow you create:
New world (map and everything on it).
    New high poly models
    New high detailed textures
New and extremly comlicated EVENTS cripts that transform the entire game.
    The ONLY problems are:
    Mounted units can not dismount
You can not play naval battles.
See an example of what you can do with that game's engine.

There are "fantacy" mods in that game that have flying units!!
TGC in order to continue its development seak one or more desicated scripters to put our campaign scripts mess to an order plus to create new events and create the finall missing factions recruitment system. In return TGC will give permision to those that will help to use its material stepe by step. The result will be a fully released TGC plus many mods that will benefit TGC's material.
Despite the mod is dead does not mean that anyone can use its material
    read this to avoid misunderstandings.

IWTE tool master and world txt one like this, needed inorder to release TGC 1.0 official to help TWC to survive.
Adding MARKA HORSES in your mod and create new varietions of them. Tutorial RESTORED.

The best game for modding is indeed the older games on the previous engine (like M2TW and RTW). But if you want to mod on the newer engine (the warscape engine), Shogun 2 is the most moddable one.

The question is what do you mean by modding?
    - creating new units - either flashier or more historical?
    - programming the AI behaviour?
    - programming the map, settlements etc.?
    - programming traits, parameters?
    - introducing entirely new worlds?
Indeed, most flexibility is given by the older engines (RTW, M2TW), but the newer engines provide many other opportunities.
I'm just playing the Thrones of Britannia and I see an enormous potential to balance the parameters, script new things etc. while having all advantages of a 10-15 years newer engine.

If you want to play a historical mod in the medieval setting the best are:
Stainless Steel Historical Improvement Project and Broken Crescent.
Recently, Tsardoms and TGC look also very good. Read my opinions on the other mods here.

Reviews of the mods (all made in 2018): SSHIP, Wrath of the Norsemen, Broken Crescent.
Follow home rules for playing a game without exploiting the M2TW engine deficiencies.
Hints for Medieval 2 moders: forts, merchants, AT-NGB bug, trade fleets.
Thrones of Britannia: review, opinion on the battles, ideas for modding. Shieldwall is promising!
Dominant strategy in Rome2, Attila, ToB and Troy: “Sniping groups of armies”. Still there, alas!
