Default Olbia Wearers of the black

I am playing as Sauromatae 2.35 campaign. Early in the game I got a message from "Wearers of the black", citizens of Olbia asking for help to released them from Scyts overlords. You have option accept and decline. When I besieged Olbia, the city got full stack of army after second turn of siege. Anybody knows what exactly it means or how it impacts on campaign?

The garrison script would be my guess.

Olbia is part of the garrison script, entirely separate from the Wearers of the Black script.
It began on seven hills - a historical house-ruled Romani AAR
    Heirs to Lysimachos - a semi-historical Epeiros-as-Pergamon AAR
Philetairos' Gift - a second attempt at an Epeiros-as-Pergamon AAR

Thanks for information. But what is with the Wearers of the black? What happens when you accept?

If you accept, you're agreeing to take it and install an Allied Government.
