Why is there no Roman Empire mod (etc)?

So, my main spare-time interest in life is history. Have never had any interest in fantasy.
But recently I finally picked up an interest in LOTR, actually starting because I feel it is a very important historical epic in our time.

I have seen for years that the Third Age mod is the most popular on the TWcenter.
And It is more or less a great sin to alter anything in The LOTR-Universe, It being a sacred world to the fans.

Am I correct in my anticipation that this is the reason there are never any historical (worldly aspects) to LOTR?
(Think I remember there was a Holy-Roman Empire mod at some point however...)

I remember there was such a mod. Don't remember what happened to it. I also remember a TWCenter faction with Mithrandir and his Banhammer, Spammers, and Trollz units in it. That looked quite fun!

Was also a guy who intended to add the Ottomans I think, a year ago or so, but as with the rest it seems to ended up discontinued.

Well there is Thera and Thera redux (not submods of TATW) that can have you be a roman that fights against an Uruk based faction.

I feel like if you want a Roman Empire faction in Middle-Earth, lore is not an issue.

In any case, the Gondorians are very Roman anyway in the Lore, just not in KK's movie-inspired version.

If someone wants to make a DaC submod adding a Roman Empire faction or something like that, that person wouldn't care about the lore.
