This should buy you time to invest in Africa and Spain in order to improve your economy and enable you to finance larger forces later.
With the input of your second comment I would consider to raise a second fleet based in the Baleares. If needed I would disband some regiments of the second Spanish army.

Well, thing is that my areas are too spread. An army in Carthage would take several turns to help my distant settlements in Africa or my Libyan allies if Sicilians or Romans landed there.
So, I keep a moderate army around Africa, a skeleton crew of general+2 units to bolster important settlements in western Africa and... a moderate army in Spain, under Hannibal. I have also thrown in a diplomat with that +2 to all abilities power in Hannibal's army.
I have a moderate fleet to chase down Romans - hoping Sicily doesn't show up along with them - and a moderate one in Spain that raids my enemies.
