I haven't been able to successfully confederate with anyone yet. If you do, do you gain access to their troop roster or just keep your own?

You'll keep your own (and have access to their AOR units, obviously) but you'll gain their armies which will contain their units, just don't disband them.
This is for general bodyguards too, they will be kept available for the specific charachter who had them.

It would be so cool if you could make the troops of the faction that you made confederation (more I think that would be somewhat "broken")
Imagine you can join all the Greek factions and have access to all the troops of Athenas, Sparta, Pergamo, Rhodes etc.

It's worth noting that this will only be true if you have available Army/Fleet slot(s) at the time of Confederation - so pick it wisely.

I wish. I play as The Sweboz and really want those Boii night hunter painted archer guys, or even the Lugia ones.
