Parthia is the obvious possibility, they have insane cav but their infantry isn't all that bad at all once it develops a little more. Could try Numidia but I always found their roster limitations to be quite boring although I've never actually tried a campaign as them.
I think my personal favorite for fairly cav heavy armies is playing as the Saba or other Arabs. Love their aesthetic and culture, only wish they got access to heavier infantry later down the road although the Thureos swords they get seem to be excellent. I'm not really one to be strict on using certain rules but rather I try to role play pretty much every campaign I ever do. I would suggest keeping that in mind and focusing on a story flowing from the game play rather than you forcing strict meta rules but that's up to you mate.
Sounds like Armenia is getting an overhaul soon. I love Parthia and have been itching to try Armenia, but I’ll be waiting until the overhaul releases. Their hallmark unit is the armoured horse archer, and their late-game infantry is the best in the world. They have hoplites, pikes, and axes, all draped in heavy armor.
i can’t get into the eastern Hellenic factions because their cav are only 100 troop units. Especially with archers, that’s a massive disadvantage. Parthia and Armenia are the way to go.

Armenia will be full fledged quite soon indeed. So a very interesting choice for sure.
Thirding the support to Armenia. Their cavalry is all you're asking for, and they get all the heavy infantry, including imitation legionaries to go with the pikes and hoplites. Armored archers on foot don't hurt too.
Why don't you try the Steppe Nomads?I mean, they are a cavalry faction for sure, but I never field 100% cav armies with them. I tend to have 1/5 to 1/4 on my armies with supporting foot archers and light support infantry. Each of the 3 factions also get sweet semi-Hellenistic heavy infantry as AOR or reform units after some time. They are definitely worth exploring.
I’ve never made it far into a Getae campaign but I believe they are the only non-nomadic barbarian faction that gets horse-archers in their roster.
