Sounds like recruitment slot overflow bug. Check all buildings within the region and sum up the recruitment slots, if it goes past 10, it bugs out this way.

I've seen the opposite, one extra recruitment slot, in Brandenburg when playing the Prussians in vanilla and I have no idea why.
That kind of a bug even exist when I use mods, so it's clearly a design bug (engine bug, I dunno?) by CA.
