    Default mercenary_pool_to_groups_junctions - no effect in game

    PFM v5.0.2
    modding other tables works for me. example: building_units_allowed, effect_bundles_to_effects_junctions

    i modify changing the number of initial units:

    i start a new great campaign with carthage
    on checking buying mercenaries
    i see the original number of available mercenaries
    expect: seeing my modded one

    mercenary pool is a regional thing
    they're literally factionless units, you can't build them, you can't build buildings to make them appear
