militia recruitment in captured region

Hello,
I really like the system that when you take a region from enemy you only can recruit militia.
i think the problem is if you can recruit special militia from the region (exemple:i play english in france i can recruit franch militia) i will have battle with ai which has the same units so it's little weird.
is it not better to be able to recruitt your militia in captured region?like i'd have fencibles in french region?
How can i do that with pfm?

Does the limit to only militia recruitment in captured regions apply also to the AI or only for the human player?
