Mod changes not showing up

Everything seems to work except it actually appearing in game. I did a small edit in start_pos_factions making white huns difficulty show up as legendary and give them 0 treasury, i apply. Export it, exported successfully. Then build it with bob. Move mod.pak to data folder, game warns me about the mod, runs fine but the changes aren't there.

except for steps 21 and 22, it only worked when i accepted the Attila is starting popup.
