How Much Does the AI Cheat?

The Averni have 1 full province and 3 other random settlements in other regions. Granted, they have a gold mine, but that shouldn't translate into having 5 full stacks of quality men when I can barely support 3 with 4 full provinces all with governors.

I like that one of the main factions is actually posing a challenge but it seems to apply to all factions; Carthage, for instance, is getting its ass kicked by Syracuse (Syracuse seems OP, this isn't the first time this has happened) and Athens is just sitting with its thumb up its ass for 150 turns now.

The AI has a lot of bonuses based on difficulty in every Total War game. We have quite a few but not really more than necessary. Actually many are now tied to imperium level, so smaller AI factions don't get as much as they used to.

The reason why the AI is able to field a bigger army than you is because of a money bonus per turn.
I also believe the AI gets a upkeep reduction.

They get a small bonus to income (more at higher imperium) and a bonus to upkeep and unit cost.

The stacks are probably low tier troops, especially from early barbarian factions. I can easily stack 4-5 full armies with cheap levies on just one province.

PS: Players always have the advantage, since you can save / load the game anytime you want.

One province faction on Hard (hardcore submod) 100k+ (income average 5000). Big faction 500k-1M (income 10000 min). Turn No. 38
Checked with save game editor. Imperium level is only factor that keeps me alive. Small tribes fields max armies and if they expand my 16 province empire is doomed.
My armies 30+ slingers/archers. 12x cheap Hastati (they die like flies) and only 6 good inf.
Im in negative.

My good inf is not good. Heavy loses vs ranged and nothing can be done to prevent that. Can't even replenish them

play normal with official softcore submod

This may be the dumbest question ever, but are you sure you haven't left battle difficulty on Hard? To my knowledge, DEI is specifically designed to be played on Normal battle difficulty, or the AI gets significant buffs to unit strength.
