Is it possible to replicate the "unpacked" export_units.txt file by copying all the information from the .strings.bin file into a new .txt file in the correct format? I can't get any of the tools made for this purpose to work.

Can you not just delete it and let the game generate a new one?
No...
What tool are you trying to use? Alpaca's needed an early version of python installed, if you've not got that it won't work.
Are you trying to do this to a mod, or the vanilla game?

I realized that Alpaca's tool required an earlier version of Python after installing it, but I couldn't find that version on the Python website.
I'm doing this to the vanilla game.
Had asked that as the vanilla versions were released at some point... unfortunately I can't find a live link for them, but if someone does have a version it shouldn't be against the rules to post them.
I've nagged wilddog into having a look at it - he did a fix for an earlier python version , which doesn't look like it works for python 3.+...
He should be able to fix either for the specific python version (which one are you on?) - or as an .exe for windows (would that work for you?), let us know, he'll try and have a look tomorrow.
