    Default Rebels crashing the game

    In my custom campaign, when the fog of war over a settlement owned by rebels dissipates, the game will crash with no error message. This is the case with or without an army in the settlement. This is happening as the Julii and SPQR (I don't have any other factions set up yet). I can view settlements owned by the SPQR perfectly fine though and as them I can view Julii settlements perfectly fine.

    Also upon the end turn, when it reaches the rebels' turn the game crashes.
