Should we laugh or cry? Hmm, laughter is the best medicine.Who can stand before Trump without trembling in fear?

Seriously now, your President asked NATO to double/raise spending to 4%.The majority of NATO members agreed to to reach the 2% target by 2024.
BUT - we will never pay 4%, because Europe’s biggest threats are not military. As already said, it's quite clear that the larger threat to Europe is ideological, for example the rising authoritarianism in the Eastern Europe. Read my lips, Russia will never invade Estonia, Lithuania, and Latvia. We prefer spend more money on education, on health care, social spendings. We don't want to spend excessive money on military junk we don't need.

And more, a brief historical reminder:
Let's keep in mind that many, many years ago, the Polish dissidents /workers like the Solidarity's leader/like Walesa were inspired by democratic ideals; in Czechoslovakia the Prague Spring was also inspired by values of democracy and liberty at a time when their countries were in the Warsaw Pact. In 1989 the Civic Forum of Vaclav Havel pressed for democratic reforms, and later, under his presidency, the Czech Republic joined the NATO. Those were the real heros who defeated, from inside (from inside, I repeat) the communism, and contributed to the fall of the Berlin Wall.
And now, your racist, isolationist, xenophobic, idiotic President seems determined to reduce NATO to a monetary transaction. In fact,he doesn't give a to the so called western values and democracy. The good old times when the advance of American interests was also linked to the advance of universal values like freedom, democracy, tolerance/diversity are now dead.Caput.

Just to answer you in the most concise way: Today Germany and its Chancellor (<- sorry!), or even the pseudo-French (<- sorry!) nonentity who married his grandma for her money.

The funniest part is that they will. But in the long run, it is best in both America's and Europe's interests that NATO is disbanded. From 90s, when NATO was tearing up Balkans (now resulting in Kosovo being one of Europe's main organized crime hubs) to Libya (with NATO aggression and subsequent destruction of Libya causing ongoing migration crisis in Europe) to NATO's current policy of provoking Russia (to later whine about Russia hosting military drills like Kim did about US drills in SK), Europeans and Americans gained nothing out of that - only more problems, both financial and political. NATO is a relict of Cold War, which is only being kept alive as a muscle for corporate interests.
By means of ever more effective methods of mind-manipulation, the democracies will change their nature; the quaint old forms -- elections, parliaments, Supreme Courts and all the rest -- will remain. The underlying substance will be a new kind of non-violent totalitarianism. All the traditional names, all the hallowed slogans will remain exactly what they were in the good old days. Democracy and freedom will be the theme of every broadcast and editorial [...]. Meanwhile the ruling oligarchy and its highly trained elite of soldiers, policemen, thought-manufacturers and mind-manipulators will quietly run the show as they see fit.

According to Trump, sic "the tiny Montenegro and its “very aggressive people” could trigger WW3.

Trump questioned whether the US would defend it in a conflict, as required by NATO's founding treaty.
Hey Trump, should we double NATO spending to 4%?

Regardless, look at the agreement they agreed to in NATO. Whatever percentage the members agreed to pay, they need to pay, no more no less. Given Germany's healthy economy, I believe they could do better than having soldiers running around with broomsticks in the recent NATO exercises, and having most of their planes sitting non-operationally lacking parts. Gen Rommel would flip in his grave.
