I will bend to your will guys if you want a percent required to infiltrate, however I will write down why I highly oppose it, and why should we tie the % to the opening the gates chance.
- In RTW you can only make 1 unit per turn. That means you have to carefully balance out out what you make each turn, because even if you have good settlements, you cannot make both ships, agents, and units. That means that most likely no faction will have too many agents, because if you concentrate on making them, you will be eclipsed by other factions in terms of siege, units, and ships. If we make it so that one fort is impenetrable if you put two or even one spy in it, it will be a huge discouraging factor to make agents when you are better off with siege or ships with your one recruitment slot.
- Tier two trade buildings make spies recruitable, and tier three makes assasins recruitable. Even if I add the infrastructure in the capitals on the overhauled map, that means that in normal settlement, it takes 6 turns to get a spy (given that the settlement level is correct) and 10 turns to get an assasin. This means that again, there will be far less agents on that map, making it so that you won't even want to bother building the needed infrastructure when you can get siege or better ships.
- Base opening chance with one spy is the same as in M2TW (level 1 - 16% level two 24% level three 32% etc), but when getting in additional spies, the added % to these base levels are far less than in M2TW from what I remember. That means if you get in a level one or two spies in addition, the overall chance of opening the gates will only be higher around 3-6%. That is quite low, so it doesn't matter if you have a lot of spies, (7-8) it is almost impossible to get further ahead more than 1-2 forts most of the time.
And finally, my personal experience. Most of you know that I (along with Dragon. and misafeco) come from the Hungarian TW forum, where there is also hotseating. From what I know, out of 63 HS-s that ran on the forum, very few had a base % required to infiltrate. Most only had an agent cap, but assasins could assasinate from 5% and spies infiltrating on 5%. And I know, that the HS can work, and can be enjoyable with limited rules to agents. Not to say that base % is not a positive or good rule, because that's not true, it is one. But it is not necesarrily needed, and I wish to make an exception due to the reasons written below, to not use it this time, for the good of the HS.
But, since rules can and will be talked about, here is my "compromise" rule. Required % to open the gates will be higher, and we will issue an agent cap for spies, assasins, and diplomats.

Also, if you're interested in a HS in this period I can't recommend the ancient conquest mod enough. It's super stable and I've had great fun with it (just need to add siege equipment to a few factions) and allows you to play as most factions a little before the rise of Alexander. Up to you guys though whether you want to play RTW however.

HS won't start for about a good 3-4 weeks, because the sheer amount of modding I have left. Also, we are not full yet I believe, but those who are already here have exams and stuff in June.
If agent rules aren't discussed further, I will change it to the "compromise" rules I wrote.
Unit size won't be huge because it draws from the population, and it would be a dick move for barbarian factions to spend all the manpower on 240 units, and not be able to upgrade settlements properly.

Alright, I just finished with my exams, so I had no time to work on the mod yet. However, a bunch of people are going for holidays, and we also have free spots, so the start of the HS will be delayed, hopefully not much.

For one, onagers and siege will be avaliable to all factions. Gauls, Britons, Germans, Spaniards shall break down walls like everybody else.
