Like in Attila, has this feature been ported over? So like, England, Scotland and Ireland?
Not Wales; it's covered in England.

I became the viking Kingdom of Ireland with Dyflin
I saw anglo-saxons and england appear. I'm currently playing with Mide, own all of ireland, and I still don't have a kingdom creation thing. So I don't know how it works.
Iv conquered all off Scotland and still not got kingdom off Scotland. Strange and I don’t know how to get the title.
I played Dublin and became the Viking Kingdom of Ireland (I think) which may have triggered by becoming allied with the factions that held the southern ports I've seen the Welsh combine as well as the Anglo-Saxon and the Danes (Daneland?).

I think it varies by faction, you can go to your objectives (press 4) and go to victory conditions, it lists what you need to do for Kingdom victories. Short victory for Circenn changes your faction to Alba, you need to make 5 factions as vassals and hold Circenn province. You get a new bonus for doing it:

Edit: Long Kingdom victory when you start as Circenn grants you Kingdom of Scotland (you need to hold Circenn again and now need 10 vassals):

Yes, accomplishing Kingdom Victories renames and buffs your faction. I've been playing as Sudreyar and got the short victory, upgrading the faction to Lochlann:
Have yet to acquire Long Kingdom victory so can't confirm if there's yet another rename, though for the record @Fest Alba is the Scots name for Scotland. Changing from Alba to Scotland would be akin to acknowledging English cultural dominance!
I would say the Scots name for Scotland would be Scotland (whether Scots is a language or a dialog, I have no idea). Alba would be the Gaelic name for it. As for cultural dominance, the long kingdom name could be Numptyland for all that it matters, Scotland would be what the vast majority of us call it today.
Edit: wonder what the long Kingdom bonuses are anyway, I can't be bothered trying to herd my way to ten vassals.
I must have played too long. My faction formed a socialist kingdom and the mayor of London just banned table cutlery and nail files.
Artillery brings dignity to what would otherwise be a vulgar brawl!
Just got the long kingdom victory as Mierce and it went from Anglo-Saxons to England.
