Siege equipment, spies and bribes rules added.
Both spies and siege equipment are very limited. Especially siege equipment, where apart from usual limitations there are also parts about the defensive siege equipment and also that if your equipment is on a ship, you cant use it right away, but need to spend one turn by disembarking it (as there are very few ports on map, and some factions are way more powerful than others in navy strenght...).
I think Hannibal can start it in any point now...
