So I've been particularly bothered when I recruit John Paul Jones and his age is listed as 83 or 84 when depending on the year I recruit him say 1785 he should only be 40 is there any way to mod these grievous error in the game?

Yes it is. Change the year of birth in the marked entry below (so 1706 to 1720 as example):

Thanks for the help guys I found the US admiral file however it gave 1745 as a start date and when I recruited my admirals in 1786(Esek Hopkins) and 1788(John Paul Jones) and their ages at recruitment were 68 and 70 respectively since these are historical characters would there be a special file for historical characters?
Ok so since I'm guessing since John Paul Jones is an admiral that I recruit he won't be found in the startpos files right?
Yes, you have to edit the historical_characters_tables in the db-files:
Take a look at the marked entry
The marked entry is the year, when the character is recruitable, the game fixed it to the 20th birthday. So in the marked year, the character is 20 years old.
