All titles will have small effect. It is not possible, as far as I know, to reduce this effect to a specific region.
So everywhere the title holder goes, the effects will go with him.

Here is an excerpt of what I have done to the polish or near polish regions. I have looked after some appropriate COA and got those. But I have not put hours of research in each one. I think the crown was one I found in relation to Poland.

As far as I know does the battle map generate from the campaign map features (height, terrain, etc). So these maps are not premade like in later games.
So theoretically you could alter every battle map location by altering the campaign map.
But this would not be humaly possible to check each and every generateable map.
So I know these annoying maps, but take them for the fun of it. Nothing I could do about, as far as I know.
Yeah, thinking about the AI comes in the final phase of TVB 3.0.
It is highly likely, that I will not include a tweaked AI in basic TVB, rather provided as a Submod or something like this.
But I do not know if I want to do that or leave it to someone else who is willing to do the work, after I finished 3.0.
