What is a shop mechanic?
Check the mod. Basically using the technology tree for Warhammer 2, you spend x amount of money to buy a specific item such as a health potion that can be given to any character.
I don't have a clue whether it'd work with being able to buy traits for specific characters such as "Good Governor" for Scipio Africanus though.
That's an interesting idea you have developed. But I don't see its application in the mod's setting. Traits and followers are generated dynamically as a result of actions, which is how we intend for the player to acquire them. Is there some area your mod may be tied to other than traits?

They are also dynamically generated in Warhammer, but this bypasses the rules and just gives the trait/follower/item for a certain cost.
The other thing is you can set it to actually take you research time in order to get the stuff, so you could view it as additional cost.
As for the mod's setting wasn't it possible in ancient Rome to just hire some retainer for his skills directly, and not needing to fight 3 battles against the Gauls to get a good centurion for your legions?
You can also say the "Good Governer" trais can be taught at the academy in Rome once it's built, for a price
I can see this working, even of not in this particular mod...
