Melee infantry javelin ammo?

they have a base of 1, but they are affected by some upgrade, most of them have 2 ammo in the mid game now.

a few of mine still have one, i cant tell whats giving them 2, most of AI's infantry have 2 ammo after upgrades too.
I remember reading some note saying melee infantry arent affected, is this bug or intentional?

Hmm they should not have more than 1 ammo.
