Well, I have to apologize. I meant to enable battles to be played out against the AI, but evidently forgot to do it. I'm kicking myself because I always check to make sure I've set it the right way when I start a game, but in this case I forgot to do so.

Since it is probably too late to start the game over (important things have already happened), we will just have to play with this setting. It is not as though hotseats have never been played with an AR-only setting; it just makes it harder to conquer rebels. But with greater recruitment and more elite units available to players, it shouldn't pose too much of an issue. You guys may simply need to siege rebel settlements for a few turns before assaulting them, either than or bring larger armies to the battle.
