This is something that happens very often to me in TWW 2, both the vortex campaign and the mortal empires.

A rebel army (from negative public order) spawns and attacks immediately as it spawns, instantly sieging a city and triggering a battle.

I get a notification "these fools have risen against us" only when my turn starts, which is long after the battle versus that rebel army has ended (and all other AI factions have played their turn).

Honestly this looks like a very nasty bug or oversight, and it happens regardless of am i using mods or not.

It makes no sense for a rebel army to spawn, instantly attack my city and have a fight - and only a turn later do i get a notification "rebel army spawned"...
