If I want to add something to the Technology tree, is that hardcore as well?

Example: In Egypt Campaign in NTW we don't have much in the Technology Tree as in the Europe Campaign. How can I add the Technology Tree in the Europe campaign into the Egypt Campaign?

You need to edit the startpos, there's a section about technologies available to each faction

To have a technology discovered, the value of the number of turns (2nd line) must be 0. Although I don't really think that they will be much useful in this campaign, since the technology option is disabled.
