Culture Based Recruitment?
In the Britannia module from Kingdoms, there is the ability to recruit different units based on what culture is dominant. With your culture dominant, you are able to train your own units. When you conquer an enemy province, their culture is dominant, and you can't recruit your faction's units. However, what you can do is recruit units that formerly belonged to the other faction. For example, you can recruit certain Welsh units as England if you take a Welsh province. As your culture increases, you gain the ability to train your own culture's units but lose the ability to train the other units.
That said, could something similar ever be introduced to TATW?(For example, you conquer a province of Haradrim culture as Gondor and can temporarily recruit Haradrim units.)
If there is such a feature included with one of the submods, please let me know.

If it works in Britannia it can be made to work in TATW, but I don't know of any submod that uses such a system.

There's no technical restriction, no.
While no such sytem is utilized AFAIK, submods as MOS and DAC have quite a few cases of chances where certain factions can get units form other factions if allied or what not. Worth asking them.
