cost of certain buildings

looking at individual costs of certain structures, the description says something like this " law&order+ 5%, tax (+,-) -10%. Is the tax loss an on going one or a one time cost, say for construction???

It permanently reduces tax income, unless you're already at the point where it won't go down any more (quite common, actually)
