Forcing the enemy to Sally Forth?

Is it possible to force the enemy under siege to attack you? Perhaps a mod?

If, when you go to the battle screen, the enemy feels it has an advantage in coming out and attacking, it will.
If you're near equal strength though, it probably wont.

Also you can force them to sally out and attack you by besieging them until their turns run out.
When the time they can hold out runs out, they will either come out and attack or just surrender.

Don't know of a mod that makes them do it though.
