The only way we could do it is to make two separate maps, and switch one map to another when the building chain increases. Not sure we can even do that tbh

In all seriousness, when Rome 2 first came out I was hoping minor settlement battles would force a field battle and only the capitols would be sieges (I mean this is "technically" the case, but its just a siege without walls). My biggest gripe with TW games in general is there just seem to be way too many siege battles, it makes them too common and boring.
AE garrisons are often quite large so they will sally out, but you'll need to continue the siege to capture the city. Also attacking a city directly will be impossible. You need to use tactics to capture a city.

That's exactly what I mean.

Can the Warhammer games not help with this conundrum? There is a minor settlement building which adds walls to minor cities... Could someone look through the coding for this to find out how it works, whether it's a 'new' battle map or not, and then apply the same logic?

Every settlement being walled, yeah no, remember Rome 1 late game it becomes Seige Total War, not fun, monotonous and a chore. Maybe if they are all different, the thought of having to conquer 50 to 100 walled settlements is a daunting and unfun task if you ask me. If you are able to import custom walled cities then maybe use them for the historically relatively important places and leave the rural villages or unimportant and steppe settlements unwalled.

Will it be so that the provincial capital is stone walls and the smaller towns are wooden palisades? Also this mod is amazing thanks for sticking with it!
I´d rather see every settlement walled, as unwalled cities such as sparta were the exception rather than the rule.
It also has the benefit of slowing down expansion considerably, if coupled with big garrisons.
IMO Garrisons ought to be full stack from the start, with provincial capitals having a 1 1/2 stack.
As in 1 high quality General, 3 middle quality and else low quality units.
Upgrades would increase the number of high and middle quality units.
This is not only more historical than CA´s approach (for that time period), it would also make sieges more challenging in the early game.

Can't have more than a full stack garrison

Yes, that was annoying when playing vanilla game Attila as well. You could push the garrison numbers far beyond 20 units with buildings and upgrades, but than it would just cut some random units away and stay at 20 max. Very unfortunate.
That‘s unfortunate, though what would you think about the full stack from the start,
upgrade through unit quality approach I proposed?

Well, I wound't mind unwalled cities (says the guy with the Spartan icon ) - but only as a game variant. I mean, if you can have custom city models in the grand campaign, then fine by me. But if not, there's not much variation... Besides, there's just one type of wall and one type of wall/palisade... Unless you worked wonders.
In regards to garrisons as well - cant have more than 15 land units, really, because part of the garrison has to be naval units for ports. Hard to explain why, but without naval garrison units, the battlemap pathfinding is flawed when attacking only by land. A ship unit must be present.
Would it be possible to have a separate City Building line for Cities with a port slot?

I'd rather not... have you seen our current building lines...
I've plenty enough on my hands thank you very much

But would it theoretically be possible?
If so I could see myself working on such a project after my exams are over

Yes, but only if you want to remake each custom city we have without walls as well and then tie that to the new non-walled building chains

You mean as in actual map making?
Wouldn´t it suffice to simply tie those maps to those new city chains?
Or have I misunderstood something completely?
Anyway, if you give me access to just this part of the DB I could try my hands at it.
