Changing Government Type

Hi all,

Could someone be so kind as to tell me how I change the Suebi's government type from chiefdom to monarchy through the Pack File Manager?

I've tried for some time but can't find the right section.

How? In case someone comes by with a similar problem.

You want to change political party power effects in that table (change the thresholds at which they hit and the effect bundles) Then change the effect bundle text file for that faction so when you mouse over their faction trait it tells you the right government type.
