Re negotiated Trade.

Quick question to the ETW SME's


So as i play along in my United Provinces Campgain ( year 1780's now ) Austria has been spiking my questioning side of the brain. The situation plays out like this . Austria opens negoiations with my nobility and asks for a trade agreement. no ifs ands or buts literal trade for trade. I agree. 1 year later they drop out of the trade agreement. only to ( another year later) come back asking for trade again this time offering to pay money for it.

This has happend about 3 times now. they drop trade and come back for it offering money . any reason to this ? perhaps the AI calculates best trade percentages but realizes after certain turns they would gain more from me ? or in my mind . Austria's government has no friggen clue where they want there import/ export to come from lol. " but the Dutch have so much now !!! "
