Mods Dissapear when in Offline Mode

This is beginning to piss me off, when I attempt to play the game in an offline mode all my mods disappear, restart in online and presto back again. I have the tendency to remod mods to suit my tastes and only the fact that I keep copies allow me to have my version of the mods when Steam so graciously returns the group to me.
Is there a way to prevent Steam form doing this?
I was thinking of making all the mods Read Only, then as a secondary idea to make them Administrator only access. If there is a solution I would greatly appreciate knowing what it is. I do not like having to play the game in online only mode.

Try downloading from steam the mod you like and with the pfm rename it . Unsubscribe from steam the initial mod and see if in offline mod you will be able to play with your mod the one you just renamed .
