I sincerely doubt that a graphic over clocker will do anything noticeable for this game if you can set all the options to maximum already without it
Haven't installed DLV for ages either but for a straight installation as per points 1-5 in the OP a simple copy\rename action of the executable will work.
I'll download and install MSI Afterburner to have a look what the issue could be, I mean there has to be a way to use it for non steam games, right? At least that's what I infer from your remark that a direct start from desktop shortcut does not activate the MSI application.
Edit: The following is done with the Steam version of the game: installed MSI, started it, selected several OSD items for display, clicked 'apply' and then ran my Bare Geomod mod set up (in mods\bare_geomod directory) via desktop shortcut and a simplified bat file (see code). OSD got displayed.

I did run a couple of tests and it appears that setting the game to windowed mode in the CFG file disables the OSD. Certainly happened so with my BG, as soon as I disabled the setting that forces windowed mode the display was back again.
Tried a number of other mods and the effect was the same.
If you use the folder rename method then the medieval2.preference.cfg gets used, not the mod's CFG file. The default CFG file does not have a windowed mode setting, hence the setting is disabled. That's why the folder rename method always works for MSI.
So don't make your life unnecessarily difficult by doing folder renaming every time you want to play another mod, simply make sure that the mod's CFG file doesn't enable windowed mode and then use the desktop shortcut of the mod. And play as many mods as your hard drive space allows without ever bothering to rename anything again.
